HOW ZIMBABWE REVENUE AUTHORITY (Zimra) FORMER Commissioner-General Gershom Pasi has had the last laugh

Acccording to legal experts, Zimbabwe Revenue Authority (Zimra) has no right to bring former Commissioner-General Gershom Pasi, who resigned earlier this week, to a hearing over the 40 charges of corruption and misconduct dating back to 2009.

Legal experts noted yesterday that the Labour Act was clear on the relationship between the employer and the employee, and once one resigned, the employer losses the right to pursue discplinary action and so justice might never be served as Zimra cannot summon Pasi for a hearing.

This is a shocking revelation that public funds are open to such abuse as its literally impossible to haul Pasi before any proceedings but instead will give him a resignation package

One of the main charges levelled against Pasi was that he signed a US$14 million contract with a company called AVIC International for uniform supply and toll gate equipment supply outside Zimra tender procedures along with the failure to investigate allegations of Zimra executives fraudulently importing vehicles and allowing his daughter to use a Zimra vehicle and authorising Zimra executives salary increments without Zimra board approval.

Comm-Gen Pasi also allegedly allocated himself vehicle allowances of as much as US$374 451in the period stretching from 2014 to May 2016. Sibusiso Ngwenya
